Deputies from the Perris Sheriff’s Station responded to a report of fraud on April 23, 2025, at the 2500 block of North Perris Boulevard in Perris. Upon investigation, deputies learned that seven individuals had been persuaded to invest thousands of dollars into what was described as a wholesale avocado business.
Authorities identified Consuelo Carrasco-Ramirez, 53, of Hemet as the suspect. The station’s Investigation Bureau determined that between 2023 and 2025, Carrasco-Ramirez operated a Ponzi scheme targeting members of the Hispanic community. Investigators say she sometimes threatened victims with deportation.
According to officials, Carrasco-Ramirez collected about $195,000 from seven victims and used the funds for personal expenses rather than investment purposes.
On August 20, 2025, following an extensive investigation, Carrasco-Ramirez was arrested and booked into the Cois Byrd Detention Center. She faces charges including theft by false pretenses, grand theft, and passing counterfeit checks. Her bail is set at $193,000.
