Riverside County LAFCO moves forward with plan for Blythe’s struggling hospital

The Riverside County Local Agency Formation Commission (LAFCO) has voted to accept a comprehensive study of Palo Verde Hospital and to begin the process of dissolving the Palo Verde Healthcare District. The commission is considering Riverside County and other entities as possible successor agencies to oversee hospital operations.

Supervisor V. Manuel Perez, who introduced the motion, emphasized the importance of collaboration among healthcare stakeholders in addressing the challenges facing Blythe’s only hospital. “I am happy about the next steps for the Palo Verde Hospital,” said Supervisor Perez. “While we are working through the issue of jurisdiction, with Palo Verde Healthcare District overseeing this hospital, I believe this effort will take collaboration between all healthcare stakeholders in the 4th District and beyond along with thoughtful, thorough and thought-provoking decisions that will be tough choices for everyone. The direction we provided today requires that folks must come together with a sense of urgency for action. All engaged must decide what they are willing to give and receive and do what Vice Chair Johnny Rodriguez has said from day one: for the benefit and healthy well-being of the people of Blythe.”

A public hearing was held by LAFCO on a Municipal Service Review for Palo Verde Healthcare District after Supervisor Perez requested an expedited review in June due to a crisis at Blythe’s hospital. Since May, surgical services, inpatient admittance for medical issues, and childbirth delivery services have been suspended at Palo Verde Hospital. Residents needing these services must travel approximately 100 miles to access care elsewhere.

Despite reducing its range of services, the district has not been able to maintain sufficient cash flow to provide necessary levels of service for both critical and non-critical health needs in Blythe.

LAFCO staff presented nine options aimed at restoring full operations at Palo Verde Hospital with long-term financial stability. These options highlighted that securing funding adequate for one year would be essential to restore key services.

Supervisor Perez also requested that details of these actions be included in a letter to the State of California. This letter is intended to show cooperation among involved parties as they seek state funding support to address revenue shortfalls at Palo Verde Hospital.

The next LAFCO meeting on October 16 will discuss further steps regarding dissolution proceedings for the healthcare district.

Supervisor V. Manuel Perez represents Riverside County’s Fourth Supervisorial District, which includes eastern areas such as Whitewater, Coachella Valley, Salton Sea region, Idyllwild mountain communities, Blythe, and stretches along the Colorado River.
