New Director of Finance joins CVWD

Coachella Valley Water District (CVWD) has welcomed a new Director of Finance. 

Richard R. Aragon comes to CVWD with an extensive experience in water utility finance, including seven years as Assistant General Manager and the Chief Financial Officer/Treasurer for Rancho California Water District, Temecula 

He most recently served as Senior Advisor to the Regulatory Commission of Alaska which regulates Alaska’s public utilities and oil and natural gas pipelines. Aragon also served as Director of Finance and Acting Water Resources Manager for the Central Basin Municipal Water District in Commerce.  

At CVWD, he will oversee the District’s finances, and manage the accounting, finance, and procurement departments. 

Aragon holds a Bachelor of Science degree in Accounting from California Baptist University, Riverside. He is also a Certified Public Finance Officer, a designation earned from the Government Finance Officers Association.

Aragon replaces former Director of Finance Geoffrey Kiehl, who retired earlier this year.

Coachella Valley Water District is a public agency governed by a five-member board of directors. The District provides domestic and irrigation water, agricultural drainage, wastewater treatment and reclamation services, regional stormwater protection, groundwater management and water conservation. It serves approximately 113,000 residential and business customers across 1,000 square miles, located primarily in Riverside County, but also in portions of Imperial and San Diego counties.
