SBEMP Attorneys has announced the addition of Phaedra Norton, Esq., to its Public Agency and Municipal Law Department as an Of Counsel attorney. Norton brings over 27 years of experience in municipal law to the firm.
Norton previously served as City Attorney for Riverside, California's 12th largest city, where she led a team of over 40 attorneys and staff. Her responsibilities included advising on legal matters such as public finance, land use, labor relations, and governance compliance. She also worked with the city's Public Financing Authority, Housing Authority, and Housing Successor Agency.
Her career includes roles as City Attorney for Merced and Turlock, Contract City Attorney for Newman, and general counsel for various joint powers authorities and regional boards focused on waste management and risk-sharing. Norton's work emphasizes legal issues crucial to California’s local governments.
